Water expands by 9% when it freezes.

The Vista Irrigation District has declared an end to Level 2 and returned to Level 1, thanks to the extraordinary conservation efforts of its customers and improved water supply conditions statewide. Level 2 mandatory water use restrictions, including limiting landscape watering to 2 assigned days per week and 10 minutes per sprinkler station, are no longer in effect. Water-use efficiency practices, such as watering landscape before 8 AM and after 8 PM, eliminating irrigation run-off, not using water to wash down paved surfaces and repairing leaks in a timely manner, do remain in effect with the return to Level 1.
