STAGE I - Normal Condition

Everyone is asked to use water wisely and to practice water conservation measures so that water is not wasted.

When the district's water supply is in a Normal condition,

A.
Water shall not leave the property for which a meter has been issued by draining onto the adjacent properties or public or private roadways due to irrigation or failure to correct known leaks. Spraying hard surfaces during irrigation activities is prohibited.

B.
Parks, golf courses (except greens), child care centers (except playing surfaces) and school grounds (except playing surfaces) shall not be irrigated between 10:00 AM and 5:00 PM, except for areas where grass has been newly seeded or reseeded. Watering is permitted at any time if a hand-held hose equipped with a positive shut-off nozzle is used, a hand-held faucet-filled bucket of five (5) gallons or less is used, or micro-irrigation system/equipment is used. There are no restrictions when reclaimed water is used.
EXCEPTION: A permanent exemption is given to the City of Vista to water Cleo Morgan Park, no more than three times a week, 3-5 minutes per occurrence, to assist in reducing the transient population in the park.

C.
Testing of sprinkler systems between the hours of 10:00 AM and 5:00 PM is permitted if the following procedures are followed:
 
1)
Only licensed landscape contractors may obtain authorization to test irrigation systems between 10:00 AM and 5:00 PM.
2)
Contractors must notify the district's operation dispatcher at least 24 hours in advance, stating the date, time and location of the proposed test.
3)
Any specific test duration may not exceed five minutes per sprinkler set.
4)
All tests must be done in the presence of an employee of the contractor.
5)
Contractor shall immediately shut off irrigation systems with damaged or missing sprinkler heads, at the time the system is energized, so as to eliminate uncontrolled geysers and/or uncontrolled distribution of water. In areas experiencing vandalism, automatic sprinkler head shut-off valves shall be installed to eliminate uncontrolled geysers.
6)
A copy of these requirements must be maintained in each of the contractor's vehicles at the test site and must be available for inspection by any authorized VID employee.
7)
Citations may be issued for non-compliance with these testing procedures. The General Manager is authorized to withhold permission to test irrigation systems by landscape contractors who repeatedly are in non-compliance with these procedures.
8)
These procedures do not apply to turf audits which may be conducted at any time by licensed landscape irrigation auditors.

D.
Other lawn watering and landscape irrigation is prohibited between 10:00 AM and 5:00 PM. This provision does not apply to agricultural accounts and commercial nurseries. "Agricultural Accounts" are defined as those engaged in the growing or raising, in conformity with recognized practices of husbandry, for the purpose of commerce, trade, or industry, or for use by public educational or correctional institutions, of agricultural, horticultural, or floricultural products, and produced:
 
1)
for human consumption or for the market or
2)
for the feeding of fowl or livestock produced for human consumption or for the market, or
3)
for the feeding of fowl or livestock for the purpose of obtaining their products for human consumption or for the market.Watering is permitted at any time if a hand-held hose equipped with a positive shut-off nozzle is used, a hand-held faucet-filled bucket of five (5) gallons or less is used, or micro-irrigation system/equipment is used.

E.
Construction meters used for irrigation shall not be used between 10:00 AM and 5:00 PM. Watering is permitted at any time if a hand-held hose equipped with a positive shut-off nozzle is used, a hand-held faucet-filled bucket of five (5) gallons or less is used, or a drip irrigation system is used.

F.
Water shall not be used to wash down sidewalks, streets, driveways, parking areas, tennis courts, patios or other paved areas, except to alleviate immediate fire or sanitation hazards. Upon direction of a public agency having jurisdiction over streets, arrangements may be made with the district to allow for the use of water for purposes of eliminating a safety hazard or for maintaining, repairing, constructing or reconstructing streets.

G.
Private vehicle washing shall be done using a hose with an automatic shut-off valve. Such washings are exempted from these regulations where the health, safety and welfare of the public is contingent upon frequent vehicle cleaning such as garbage trucks and vehicles used to transport food and perishables.

H.
Restaurants shall not serve water to customers unless specifically requested.

I.
Operation of any ornamental fountain or similar structure is prohibited unless equipped with a circulating pump.

J.
Filling or refilling of swimming pools, spas, ponds and artificial lakes is prohibited between 10:00 AM and 5:00 PM.

K.
All leaks shall be repaired within two (2) weeks of notification by the district.
